recursively scans the directories given on the command line
and looks for

.Pa CVS/Entries
files.

then reads these files and parses the timestamps inside.
Finally,

prints the UNIX timestamp (seconds since UNIX epoch) of the
newest file found.

Ignore malformed timestamps in
